Gorwelion Newydd – Co-operative model gives service users a voice
Care to Co-operate introduced a co-operative management system that lets service users at Gorwelion Newydd have a say in how their care services are run.

Care to Co-operate has helped create a new co-operative management arrangement for Gorwellion Newydd, a community-led reablement service, based in Flintshire. As a co-operative the people who access its services have a voice and vote in the decisions that affect them.
Gorwelion Newydd offers reablement programmes to adults with acquired disabilities and chronic illnesses. Services include group sessions to increase confidence and emotional well-being, develop positive personal and social relationships and support to adjust to changed life circumstances. People accessing its services can become members of the co-operative adding their voice and control to direct Gorwelion Newydd’s activities.
Social Services and Well-being (Wales) Act
People accessing the day centre use Direct Payments to purchase their services. It gives them control over the support they need to improve their lives (‘what matters to me’ approach) preventing further escalation for statutory services. The reablement programmes start with a format agreed with the clients, but are flexible in delivery in response to their skills and the desired outcomes. A future service for Gorwelion Newydd is training for people to be independent in their use of public transport.
Role of Care to Co-operate
Care to Co-operate helped the Directors of the not-for-profit company meet their ambition for a strong co-operative governing arrangement. It has worked with the team to develop a structure that helps people to help themselves by becoming directors of the co-operative, from which they buy their services.
As members of the co-operative with a significant voice and control in the decision-making, the impact on its client’s levels of confidence and well-being has the potential to double – “we’re a company where the people on the Board of Directors are service users and they play a true part in decision making within the company”.
